windows builds of core

I'm trying to test a patch locally and well lets just say it does not look like Jenkins is healthy - even on master...

Can we please add a windows stage back into the core CI build?

If you need help with this I am happy to help out.

Jesse was looking into this recently I believe, but I am not sure where that ended up. It was to get core building on the ACI agents I believe. If there is something that needs to be fixed up on the ACI agents, I would be happy to help get that done.
