Includ build history of another build in email?

We have a large project that has 2 separate Jenkins builds.
The first is the dev build that compiles/tests, this is triggered by SCM changes.
The second is the Installer builder, which is manually triggered.
Is there a plugin that will let the Installer build include the SCM change history of the Dev build - since the last installer build?
This is with the latest jenkins (just finished the upgrade), and using TortoiseHg SCM.

I've done this using email-ext and a groovy template. It would allow you to use the Jenkins API to access the other build's information.
