Intent to adopt: Chaos Butler plugin

The Chaos Butler plugin has not been updated since 2016, and I would like to take over its maintenance and bring it up to date with the current Jenkins ecosystem. I plan to maintain and modernize the plugin, keeping it compatible with current Jenkins requirements and improving its functionality over time. I have already started the modernization work, including updating the Jenkins Plugin Parent from 2.14 to 5.15, moving the Java baseline from Java 7 to Java 17, replacing deprecated APIs, and fixing current build and static-analysis issues.
