Update center and plugins without wiki pages

So I go to make changes to exclude plugins without wiki pages from the update center, and based on [0], it looks like it's already done? [1] has the call to generate the JSON and for the mainline update center, it's not specifying a cap or core cap, so it should be already excluding wiki-less plugins. Am I reading this wrong?

Yes and no.

New plugins without a wiki page actually were already excluded since June, but existing plugins without a wiki page defined got an override added here so they don't disappear in the grace period:
