plugin installer metadata not pulled

In trying to address this issue: https://issues.jenkins-ci.org/browse/JENKINS-28186  I'm seeing that when the plugin installs but the updateSite doesn't pull down the latest metadata that lists the installers available for the plugin..  I've tried a few others including the gradle plugin which also exhibit this problem..

It just does this on installation:

But if you click on the "Check Now" in the Plugins -> Advanced page, then it pulls the metadata:

Is there something my plugin isn't doing correctly that is causing Jenkins not to pull the installer metadata?

Core does not currently download installer metadata when installing a plugin with extension points, so there's nothing you're doing wrong.

Thanks this is very helpful, is there any way to force the download from my plugin?  I've tried a couple different methods that didnt seem to work..
