[Adopt a plugin] scp-plugin

I would like to be made maintainer of the SCP plugin - https://plugins.jenkins.io/scp

As per the instructions (https://wiki.jenkins.io/display/JENKINS/Adopt+a+Plugin), I have reached out to the current maintainer (Ramil Israfilov) but haven't heard back (See attached email). 

My Jenkins ID is hchamdal and my GitHub id is: harpreetsi
