Adopt folder-properties plugin

  I would like to adopt and maintain the Folder Properties plugin.

  I am already actively contributing to the plugin. Pull request #54 fixes
  issues #45, #46, #47, and #48 related to folder property resolution in
  Declarative Pipelines, Pipeline from SCM, Freestyle SCM configuration, and
  resumable Pipelines. It also adds automated regression coverage for those
  scenarios.

  The Repository Permission Updater validation is passing, and Mark Waite has
  expressed his support for the adoption in that pull request.

  As a maintainer, I plan to review and triage issues and pull requests, keep
  the plugin compatible with supported Jenkins LTS releases, maintain its
  dependencies and CI configuration, improve automated test coverage, and
  publish reviewed fixes and improvements.

  I intend to preserve configuration and data compatibility and keep upgrades
  safe for existing users.
