Stable branch rebump

The 'stable' branch is now based on 1.554 [1].

The 1.532.x line is now in the 'stable-1.532' branch.

Starting this release, LTS process has changed to the train model. See
[3] for the new process and [2] for the schedule. The backporting
windows is open for 2 weeks until 16th.

Btw, trying to compile stable but failing at it;
seems like 1.555-SNAPSHOT artifacts are missing from the repo:

ERROR] Failed to execute goal on project plugin: Could not resolve dependencies for project org.jenkins-ci.plugins:plugin:pom:1.554.1-SNAPSHOT: The following artifacts could not be resolved: org.jenkins-ci.main:jenkins-war:war:1.555-SNAPSHOT, org.jenkins-ci.main:jenkins-core:jar:1.555-SNAPSHOT, org.jenkins-ci.main:jenkins-test-harness:jar:1.555-SNAPSHOT: Could not find artifact org.jenkins-ci.main:jenkins-war:war:1.555-SNAPSHOT in repo.jenkins-ci.org (http://repo.jenkins-ci.org/public/)

I know JENKINS-22570 is only hot off the press, but from code-analysis it is very low risk and gives a major UI fix for anyone using the Apply buttons. I respectfully request that this be included in the backporting.
