It is not enough to create an account.
The users should also log into https://repo.jenkins-ci.org/webapp/#/home with it.

P.S: If one follows the default pull request template (was not a case for https://github.com/jenkins-infra/repository-permissions-updater/pull/1448), there is a checklist which includes it. Maybe we could adjust CI to be more explicit and to point users to the checklist.

I think in this case the user did do that (I verified via dm). I think the pr template was not enter correctly and some of the automation failed.
Since I know this person (Seth) and am one of the maintainers for this plugin, I will work with him to get this done correctly.

Hi team,

I have corrected the issues and re-opened a PR to be added as a developer to the Sysdig-secure Jenkins plugin. - https://github.com/jenkinsci/sysdig-secure-plugin


I have filled out the PR template correctly this time. The issue arose because the PR template uses the phrase "uploaders" while the YAML file refers to them as "developers", which caused some confusion on my part. I have logged into the Jenkins JIRA and Artifactory with the username referenced in the permissions file. (sethmccombs)
