Adopting the Github Release Plugin

Hi,
I would like to adopt a plugin:

    Status: probably abandoned

I intend to assist in maintenance of this plugin, mainly to address community identified issues identified over the last two years:

• This issue regarding builds originating from locations other than the controller ( ISSUE 8)
• Security scan findings in this PR (PR 9)
