Publishing new plugin

Hi Team,

I am making my first Jenkins plugin and it seems to be production ready : https://github.com/c3p0-maif/shared-library-version-override

Unfortunately I haven't found any documentation that talks about the migration process to the jenkinsci github organization and subsequently the generation of releases and hosting in plugins.jenkins.io. 

Another question is how is managed the development cycle of a plugin : how snapshot versions are pushed in the  https://updates.jenkins.io/experimental repository ?

Any help would be greatly appreciated!
