2.491 as 5 Feb 2025 LTS baseline?

It is time to choose the next LTS baseline.  The first release of that LTS baseline is scheduled for 5 Feb 2025.

I recommend Jenkins 2.491 as the LTS baseline for 5 Feb 2024.  It was released two weeks ago and has not had any significant issues reported against the release.

+1 for me so that we can move on the commons-compress removal (2.489) and have interesting improvement for users like the command palette

I would suggest https://github.com/jenkinsci/jenkins/pull/10089 be backported in that case, as it corrects a regression introduced in a recent weekly but has not itself yet been released.

No objections from me.  That avoids the backport of the change that Jesse identified and provides a few improvements as noted in the changelog
