Adopting lockable-resources plugin

Hi,

I'd like to adopt the lockable-resources plugin if no one objects. I'm
currently using the plugin in my company's workflow and have one or two
issues with it (I already opened a pull request[1] but nobody with
commit access reacted, even after some prodding...) Apart from that, I'm
open for pull requests and will do releases when deemed necessary.
(Co-Maintainers always welcome)

The wiki doesn't show the plugin as up for adoption[2], so I CCed all
recent committers and the maintainers (from pom.xml). (I realize there
was a pretty recent request for commit access to this plugin[3], but I
don't see any recent activity on the repository :/ )

Hi Tobias,

I have granted you Write permissions in GitHub + made you a default assignee.

To get the release permissions, you will need to update https://github.com/jenkins-infra/repository-permissions-updater/blob/master/permissions/plugin-lockable-resources.yml by submitting a pull request.
