[Jenkins Infrastructure] Upgrade of (.*)ci.jenkins.io to JDK17

Hello dear contributors,

For information, the Jenkins infrastructrue team will operate the "trusted,.ci", "cert.ci" and "ci" jenkins.io controllers to switch from JDK11 to JDK17 for both controller and agents JVMs.

At least 2 restarts per controller is expected. We expect no more issues (as described in https://github.com/jenkins-infra/helpdesk/issues/3072) because agents have been updated for JDK17. However we can never rule out a mistake or a forgotten agent template so we let you know: if you see any JDK related message in your build please let us know!
