CDF menu on Jenkins.io

Hi all,

To celebrate Jenkins joining the Continuous Delivery Foundation and share more knowledge about the CDF, we could create a "CDF" menu on Jenkins.io. This would link to CDF members: Jenkins X, Spinnaker, and Tekton, so that we can help share what the CDF has to offer with Jenkins users.

THis would just be another dropdown in the top nav? If so, then this sounds
good to me.


I don't remember if we have any CSS classes that would signify an external
link (we probably do, that CSS file is long).

I believe there is a consensus in https://github.com/jenkins-infra/jenkins.io/pull/2401 , 4 positive votes.

I plan to merge it tomorrow after 2PM UTC if no -1s or negative comments
