[ci.jenkins.io & Jenkins infrastructure] Docker CE 29.x generally available

Hello dear contributors,

Docker CE 29.x (instead of 28.x) is now generally available in the Jenkins infrastructure.

It means the ci.jenkins.io (and other controllers) VM agents have an updated version of Docker CE and the Docker CLI plugins (compose, buildx, etc.) on both Linux and Windows.

This change could have impacts on some of the plugins CIs since 29.x introduced breaking changes around the Docker API: https://docs.docker.com/engine/release-notes/29/#2900.
