Add Kristin Whetstone to docs group or to tools group?

Kristin Whetstone is a long-time contributor to the Jenkins documentation SIG.  She regularly attends documentation office hours and has been a great help with reducing the backlog of documentation pull requests.

Kristin is one of the mentors on the Pipeline Steps Doc Generator project in Google Summer of Code 2022.  She needs merge permission to https://github.com/jenkins-infra/pipeline-metadata-utils and to https://github.com/jenkins-infra/pipeline-steps-doc-generator

I think we should make her a member of the docs team on GitHub.

Another alternative would be to make her a member of the "tools team" (since pipeline steps doc generator is definitely a tool used by the infra team to generate documentation).

Damien Duportal, do you have a preference for one team or the other?
