[repo.jenkins-ci.org] Stop mirroring/caching Apache Central ("repo1")

Hello dear contributors,

As part of the Artifactory bandwidth reduction project (request from JFrog who is the sponsor of the repo.jenkins-ci.org Artifactory instance), we'll stop mirroring and caching the Apache Central (sometimes referred as "repo1") this Thursday September 7 2023.

We expect no impacts as the previous brownout operations showed Maven falls back as expected to the Apache Central instead when needed.
