Thanks Daniel! Well, the struggle was real, but I believe the directions have been followed properly. Just performed mvn release:prepare release:perform and it was green (after a few tries).  

The info box at the top of the plugin wiki says there's no info for this plugin (https://wiki.jenkins-ci.org/display/JENKINS/Runscope+Plugin) -- did we miss something or do we just have to wait?
