Help me...I don't know why...How to create Jenkins Plugin

I'm trying to create a Jenkins plugin, but I get an error when I run the "mvn -U hpi: create" command. I can not seem to access https://repo.jenkins-ci.org/public anyway.
https://repo.jenkins-ci.org/public/
page not found...
I set settings.xml. like writing Plugin tutorial

Our Artifactory no longer supports TLS 1.0 or 1.1, so make sure your OS and Java runtime are on the latest releases.

The reason it says 'not allowed' is a performance issue due to how Artifactory virtual repos work. All other paths, such as https://repo.jenkins-ci.org/public/org/ , work, as does artifact resolution using Maven -- just the root directory does not.
