Adopting vsphere-cloud-plugin

I would like to adopt a plugin:

Early plans include merging my long-outstanding PR, enabling CD workflows,
modernizing dependencies, and reviewing others' PRs (merging what makes
sense to me).

In jenkinsci/vsphere-cloud-plugin#137 (comment) the currently registered
maintainer @pjdarton commented that the plugin is up for adoption as there
is no deployed platform on his side to test it anymore. At least I have
access to one, which is used from Jenkins.

To the best of my knowledge, @jswager can be removed from maintainer list
(is not active on github for ~5 years, marked as "retired" in pom.xml).

I am "the current maintainer" and I have no objections - it would be good if someone else can take this on.
