Adopting the OpenTelemetry and OpenTelemetry API plugins

Hi everyone,

I am writing to express my intention to adopt the OpenTelemetry and OpenTelemetry API plugins following their current maintainer's email at https://groups.google.com/g/jenkinsci-dev/c/s74ivCQIVv8/m/_cB_YGGjBgAJ.
