LTS Backporting process documented

Finally, I manged to put a small document[1] together demystifying what
exactly needs to be done to keep LTS running. It should be enough for
people to understand what is done and how. The process currently is
semi-automated encouraging the maintainer to review all important steps.

I am publishing this so people can review, improve, reuse and contribute
to what I do. Hopefully, this will be sufficient for someone else in
case I will not be able to do my job for whatever reason.

The release part is not documented yet as I expect it will changesoon.
