Windows ACI agents on ci.j.io

I have recently been testing ACI (Azure Container Instances) agents for Windows for both jdk8 and jdk11. I would to have some additional testing done to flush out any issues prior to enabling for general usage. For my tests I created a new branch and updated the Jenkinsfile in that branch. To enable ACI usage you add a parameter to buildPlugin as forceAci : true.

Example:

buildPlugin(forceAci: true)

Please let me know if you see any issues.

The Windows ACI image needs to have command line git installed and available in the PATH.  At least that has been the working assumption for the other agents.

Nice result for speed allocating the agents.  Feels noticeably faster to get a Windows ACI agent than the existing agents.
