[Jenkins infrastructure][2024-07-04] Unavailable authentication and websites for Kubernetes 1.28 upgrade

Hello dear Jenkins contributors,

The Jenkins infrastructure team is starting a Kubernetes 1.28 upgrade on the Jenkins Infrastructure public cluster.

We expect disruption on the centralized authentication (ci.jenkins.io, repo.jenkins-ci.org, etc.) during the operation.

Other public-facing services (Plugin Health score, Public reports, wiki, etc.) are expected to be either slower or disrupted during the operation.
