Infra fails to schedule task on windows 8

Hi,

The PR merge checks waits for windows 8 infinitely. Also the CI build is running for a very long time while waiting for windows node.

Can see :
[windows-8] Still waiting to schedule task

‘EC2 (aws) - Windows 2019 (i-0bb38e192d913b7da)’ is offline

As a result the build is not completing successfully.

Thanks for reporting that.  An infrastructure issue is causing Windows agents to not be provisioned.  See  https://issues.jenkins-ci.org/browse/INFRA-2546
