ANN: Jenkins is joining the Continuous Delivery Foundation

We have already discussed this quite a bit in prior meetings and email threads,
but today the news was made official and the Continuous Delivery Foundation
(CDF) was launched.

Thank everybody for their hard work leading up to this point, and I'm looking
forward to starting the formal process of transitioning project assets to the
our new home, and investing in the future growth of the project!
