CVS Plugin Maintenance Release

Hi all,

unfortunately the latest CVS Plugin Release 2.14 is incompatible to latest Jenkins LTS release.

From my point of view and experience on a recent Jenkins install the biggest problem is:
-Nullpointer exception because of missing "Excluded Region" field when using CVS SCM in Freestyle Job
This is frustrating for everyone installing latest Jenkins release for the first time and using it with CVS, since no freestyle-job can be created at all.

Jenkins + CVS on a simple freestyle Job should really work out-of-the-box on latest releases, since this plugin still has >50k installs in Feb 19.

I would like to offer to fix this problem and publish a new CVS Plugin 2.15 release.
