Adopting the ghprb plugin

I would like to adopt a plugin:

Once adopted, I plan to review outstanding PRs as well as open issues to process them. Eventually, I plan to modernize the plugin.

Hi all,

There is an update: After conversing with Mark we think it would be better for me to adopt the plugin with the sole purpose of deprecating it. For a bit of context, in Mark's words:

That plugin was created before Jenkins Pipelines.  It allows users to create freestyle jobs that are evaluated as part of a pull request.  It has 2 open security vulnerabilities. 

Therefore we would like to "retire" the plugin eventually so new users will know not to use it.
