Unable to release acceptance-test-harness

Mostly to Jesse,

Are there any special permissions needed to release ATH? I have released
xvnc plugin today just fine, though my attempts to with ATH 1.13 fail with:

My jenkins-ci username is olivergondza. Or is the procedure somehow
different here?

Should not be. Anyway it seems you did manage to release 1.13 somehow.
