Deadlock on Jenkins startup

Hello,
I just came to a deadlock situation on Jenkins startup on 2.89.2 (which was not present (or not so frequent?) in 2.7.3).
I described the issue and its root cause in Jira (https://issues.jenkins-ci.org/browse/JENKINS-48725), but I am unsure on how to move forward on the subject.
So if someone (from core team?) is able to provide guidance (or to dismiss/fix the issue :-p)...

I am happy to help with code reviews, etc.
As described in the ticket, my advice would be to patch the Task Reactor.
If you submit the PR, I will help to review it and to get it released quickly
