Can we suspend monkit plugin?

In my little audit of the plugin site, I got reports about an HTTP
image in the docs (would produce mixed content warning).

Not only does that image not exist, but praqma.net and code.praqma.net
don't exist, so you can't download the library it interfaces with. As
it hasn't had a release in 6 years, and stats say it only has 25
installs, so I'm betting people forgot about it.
