Adoption of compact-columns-plugin

Hi,

I'd like to adopt the compact-columns-plugin - I know it's quite old,
but I like it and it's pretty small. It seems there wasn't a "real"
commit or release in over 6 years (which speaks for the API stability in
Jenkins core :D). Last maintainer is added in CC, more recent commits
and release were made by Jesse Glick, but I think he has enough to do
already ;)

First and foremost I want to modernize the code base so this isn't the
only plugin on my Jenkins installations keeping unbundled plugins
installed :D
