Release 0.17

Hi,

I just released Mesos plugin 0.17. It should be available shortly in the Jenkins update center.

This release includes the following changes:

* compatibility fix for Jenkins 2.127 (#322)

* several scaling fixes by Mesosphere (#315)

** Introduce a proper offer processing thread and make it fault tolerant
** Fix threads waiting for Jenkins computers not dying on task failure

* Updated parent POM and enabled the possibility to do incremental builds (Add -Dset.changelist when building to enable this mode)
