Is there a way to create a job with JJB without the "Managed by Jenkins Job Builder"?

I am creating a jenkins job using JJB on a PR and whenever the master/default branch runs it wipes out all jobs that isn't on the master branch. 

So I would like to be able to create/update/test a JJB file on a PR branch without the "Managed by Jenkins Job Builder" in the description so that whenever someone merges into the master branch which is run with the --delete-old parameter it doesn't destroy my PR jobs ? 

How are people doing their create/update/test JJB files?

Not that I'm aware of

We actually run a separate "sandbox" jenkins system that our job
developers have more access to. The system doesn't have credentials to
push artifacts or vote / respond to changes. We have a job that runs
from our production instance every Saturday that cleans out all user
created jobs to help encourage people to actually build their jobs using
JJB instead of directly in the UI ;)
