get.jenkins.io outage due to disk quota exceeded

The get.jenkins.io site attempts to mount Azure file storage are failing the disk quota exceeded. This looks like the same failure message we encountered in Nov 2020. I'm submitting a pull request soon to record the outage on status.jenkins.io.

Damien Duportal and I are investigating now. No estimated time to conclude the outage.
