Grant YouTube access to Kevin Martens

Hello,

I'm writing in the hopes of being granted access to the Jenkins YouTube account. As the documentation officer, I am holding/recording docs office hours every other week and would like to be able to upload & post the recordings directly.

Right now, I must ask for assistance with the upload, which is more cumbersome than anything else. I would also like to take full responsibility for the recordings and make sure that they get uploaded properly & in a timely manner.

Please let me know if this would be agreeable or if there are any concerns/questions that I can address.

FWIW there is a JEP-13 that is still active - https://github.com/jenkinsci/jep/blob/master/jep/13/README.adoc

All officers are eligible to get access to YouTube by default
