Clean Up / Licensing Issues

Hi all,

while starting with the clean up I stumbled about a minor licensing issue.

jDip is currently licensed with GPLv2. I want to place a license file in
the root folder and now want to use the GPLv3. Is this OK with all of you?

The old license gives us the right and the power to do this change.

I have created a branch cleanup including the GPLv3 at the top level hierarchy.

If nobody objects I will merge this branch into master at Sunday, Nov. 4th.
