German Translation

Hi,

Thanks for your work an your commitment Arunoda. JConnect is a project
that I very much appreciate. I´ve started to translate the language
strings into German, but to complete my quarter to your project, I
need 'German' on the language list. ;)

and I've added the german into languages..
and I've given you the permission as an approver (you can suggest the
translations + approve them + mass approve them)

Please change the country code to de = germany (gr = greece)
