case-roles trouble shooting

So I think we're having trouble with cases in production without the correct roles, users, groups assigned.

It's not exposed to business central and access via the REST API gives me 
"User <XYZ> is not authorized to access case AR-0000000039"

Is there a 'super user' I can use to review via the API? Perhaps a parameter that lists a super user...

Any thoughts?
