mod_jaxer connection pool

i was reading the apache error logs and notice something strange with
the mod jaxer connection pool, every time i send a web page to be
process with jaxer, the mod jaxer print this log:

[notice] mod_jaxer: connection pool (min=1 keep=1 max=1) created

if the server receive multiple request at the same time it's the same
log.

the jaxer configuration is set for 2 min jaxer process and 5 max.

i don't know why the connection pool always use (min=1 keep=1 max=1)
(as the logs said ) , is that the correct behavior of the mod jaxer or
there is something wrong? , is there a way to change the configuration
of the mod jaxer ?

any idea is most appreciated
