No Dictionaries Found in TestInstall

Hello, I'm new to JQuery and SpellCheck and have probably made some errors. But to install this plugin I simply copied the zip folder to my website in Windows Explorer and unzipped it. I set permissions for Everyone to Full Control on the dictionary folder and subfolders and they are not inheriting anything. I restarted IIS. My TestInstall keeps telling me I have no dictionaries installed. I've read everything I can find but don't know what else to try. All other reports in the TestInstall are OK.
