add personal on server - one list for all users or a list per user?

If 've configured the add personal to add new words to the server custom dictionary (AddWordsToDictionary="SERVER") is this a single list that is shared across all users or is there a list maintained per user?

If it is a shared list, is there anyway to get the other behaviour?

What I really want is a server side personal list per user so when a user uses a different browser/pc they still get their personal list but the list is not shared across users.

And is the only way to maintain the custom list via a terminal session and a text editor on the server or do you have a web page/app to do this?
