Introduction; Ecma 402: 2nd and 3rd edition

Hello! I'd like to introduce myself and explain my role in Ecma-402, 2nd Edition (aka. Ecma-402, 2015). 

My responsibilities have been limited to administrative and maintenance work to align with Ecma 262, 6th Edition (aka Ecma 262, 2015 Language Specification). With the exception of subclassing and defining Array.prototype.toLocaleString, there are no "new features" in Ecma 402. As part of the alignment with Ecma 262, Ecma 402 will move to a yearly release schedule that coordinates with that year's 262 version, eg. Ecma 262 2015 Language Specification will reference Ecma 402 2015 Edition (and so on). 


Ecma 402 2016 Edition is the next major edition and opportunity for advancement and evolution. As the 2nd edition wraps up, work on the 3rd edition should begin! I've created a repo here: https://github.com/tc39/ecma402 (which is similar to this: https://github.com/tc39/ecma262). This repo's initial team is: Eric

Thanks, Rick!

So I think the next steps are first, to help (and thank) Rick for the
2nd ed, or we should say 2015 work, so that can be completed smoothly.
Soon-ish, we - and I think this mailing list may be a good place to
discuss it - should talk about the feature support that should be
considered for the 3rd edition and future.
