Creating the mailing lists.

Hi project members,

I've created the following mailing lists:

- javadox-devel, for development discussions;
- javadox-user, for user discussions;
- javadox-announce, for announcements.

These lists are created to reserve the names in Google groups. I'll
only list the javadox-devel list on wiki home
page, since that is what we need currently. So, please feel free to
post to javadox-devel list for discussion.
