Position Summary

We are seeking a highly experienced Project Manager with a strong DevOps and DevSecOps background to lead a 2-year enterprise-wide DevSecOps platform implementation for a regulated banking institution. The ideal candidate will combine deep technical understanding of CI/CD, containerization, cloud infrastructure, and security practices with proven project management expertise in large-scale, compliance-driven environments. This role requires someone who can bridge the gap between technical delivery teams and executive stakeholders while ensuring regulatory compliance at every stage.

Key Responsibilities

  • Lead end-to-end planning, execution, monitoring, and delivery of the DevSecOps platform planning & implementation across all workstreams
  • Drive the migration from Azure DevOps (ADO) to GitHub Enterprise (GHE), including repository migration, pipeline conversion, team onboarding and other related activities
  • Develop and maintain integrated project plans, schedules, RAID logs, and status dashboards for all workstreams
  • Coordinate cross-functional teams (development, security, infrastructure, business etc.) across DevSecOps, test automation, observability, containerization, IaC, and CI/CD initiatives
  • Manage project scope, budget, timelines, resource allocation, and vendor relationships
  • Facilitate Agile ceremonies (sprint planning, stand-ups, retrospectives) and ensure alignment with SAFe or equivalent scaled Agile frameworks
  • Establish and track KPIs, OKRs, and delivery metrics to measure project health and team productivity
  • Ensure all deliverables comply with banking regulatory requirements (e.g., OCC, FFIEC, SOX, PCI-DSS) and internal audit standards
  • Proactively identify, escalate, and mitigate risks and impediments across all workstreams
  • Prepare and present executive-level status reports, steering committee updates, and governance artifacts
  • Champion DevSecOps culture adoption and drive organizational change management across development and operations teams
  • Collaborate with enterprise architecture, security, compliance, and infrastructure teams to ensure platform alignment with bank-wide standards

Technical Skills & Knowledge

  • Experience with CI/CD tools such as GitHub Actions, Jenkins, Azure DevOps, or GitLab CI
  • Strong understanding of DevSecOps principles including shift-left security, SAST/DAST, SCA, secrets management, and policy-as-code
  • Familiarity with containerization technologies (Docker, Kubernetes, Helm, OpenShift) and orchestration patterns
  • Knowledge of Infrastructure as Code tools (Terraform, Ansible, CloudFormation, Pulumi)
  • Understanding of enterprise observability platforms (Datadog, Splunk, Dynatrace, Grafana/Prometheus, ELK Stack)
  • Experience with test automation frameworks and strategies (Selenium, Cypress, Playwright, JUnit, API testing tools)
  • Familiarity with cloud platforms (AWS, Azure, or GCP) and hybrid cloud architectures
  • Understanding of Git and related things like branching strategies, code review workflows, and release management processes

Project Management & Leadership Skills

  • PMP, PgMP, PMI-ACP, CSM, or SAFe Agilist certification (one or more required)
  • Proven track record of managing programs valued at $5M+ with teams of 25+ members
  • Experience managing projects in regulated financial services or banking environments
  • Expertise in Agile, SAFe, and hybrid Waterfall-Agile delivery methodologies
  • Strong stakeholder management skills with ability to communicate effectively across technical and business audiences
  • Proficiency with project management tools such as Jira, Confluence, MS Project, Clarity, or ServiceNow
  • Excellent risk management, change management, and conflict resolution capabilities
