Not sure this has the same scope as the config JSR has. Or actually I'm pretty sure it does not ;)

CDI-123 is kind of what the Spring XML is - but only for CDI.

As explained in the issue itself we originally had this and ditched it completely back in 2008 when we added the portable Extensions.
