JATSCon Paper proposal updates

I spent some time working on this, which turned out to be mostly spent in going through and reading and rereading a lot of various blog posts and wiki entries about the Encyclopedia of Original Research.  I have to say, there are so many interesting links, it's very hard not to get sidetracked!

So I threw up a mish-mash of new content on the draft page, https://github.com/konrad/JATS-to-Mediawiki/wiki/JATS-Con-Paper-Proposal.  Hopefully, tomorrow we can clean it up and submit it by the end of the evening.

Also need author info:  name, position/title, affiliation, and a short bio.
