Hi i need more information on sms-c, does i need to partner with mobile network providers to get access to SMPP connection parameters

Not necessarily a mobile *network* provider (eg: O2, Vodafone, Telekom) but
certainly a mobile *connectivity* provider *who supports SMS* (I can't give
examples without knowing which territory you're thinking of doing this in).

So, essentially, you need to look one tier down in the telecoms business. You
need to work with a partner who works with a network provider.

I live in Nigeria, is it possible to setup one on a low budget

a) I have no idea about mobile connectivity providers in Nigeria

b) I don't think you need to find a connectivity provider in your own country;
you just need to find one who will take you as a customer - after all, the
communication to their SMSC is over the Internet, so city to city in one
country is pretty much the same speed as country to country across the globe,
and for SMS, milliseconds really don't count

c) I have no idea what you might mean by "low budget"

d) in my experience, the primary factor in whether you can get a contract with
someone is volume of business - the more messages you are prepared to pay for
putting through their servers, the more willing they are to take you as a
customer
