Jaxp 1.3 and JDK 1.5 in uP3

uP3 devs,

At the coding session today Adam and I just committed initial changes to:

make sandbox uP3 REQUIRE JDK 1.5 (and JAXP 1.3, which comes with).
Working build.xml. build.properties committed. Works for us in a
pristine Tomcat 5.5.16

Definitely rough edges, seriously broken testcases, etc., for
continued coding session efforts.
